Does the English, Italian or Spanish soccer leagues have a salary cap? Does that even excist in soccer?

I feel sorry for the other teams in those league because they never seem to keep their star players or attract any, and I always see the same teams winning the title. I am not sure if they have it or not but it would make the playing field even if they did. What do you guys think?

Well, MLS uses a salary cap, and the German league has entered into an agreement with MLS to study the possibility of doing something similar there.
hammer—Salary cap is a socialistic idea, but I like it. It gives the "small market" teams a fighting chance. They way it is now in Europe, you know every year it’s going to be one of two or three teams to win everything, and everybody else is playing just to avoid relegation.
An objective without a goodplan is just a dream in my opinion
